Sadly this is possible. Anything and everything can be laid at the door of CO2 if you are so inclined. It's an all-purpose bogeyman.

Of course, incoming solar radiation is shortwave and generally, in climate science, they are discussing CO2 in terms of its impeding outgoing LW radiation of certain wavelengths - so maybe not strictly comparable?

I saw it as a gradual shifting of position because they now accept [or realise that the hoypoloi won't now accept] the 'science is settled'. It's the politicians that worry me, they have made fuel so expensive that normal people have cut down vastly on vehicle use. Couple that with the general downturn in trade and industry plus the fact that vehicles in general produce less pollution than they did thirty years ago, we should be seeing at least a blip in the graphs for the last few years. With all this clean air flying around it small wonder that the climate has changed, when compared with say the 1970's.
