Hi Folks - new member here.... But why, when registering on a board run by the BBC, which was operating from the UK the last time I looked, do I have to enter my DOB to comply with US law

Welcome,Spinney! This board is only an homage to the late lamented now defunct BBC radio4 message boards (and most particularly their Science Board). It has made use of the BBC logo but it is a private board and is hosted by Proboards, hence the American slant in Terms of Service you detected.
Take no notice of Progenitor's surly greeting. He is the board's curmudgeon. Anyone can make a mistake.

I don't lament it.

Neither do I, nick, but when a board claims to be "inspired by" I suppose we have a duty of solidarity to go along with it......
Anyway, you will probably be let off from lamenting duty.

I saw Anna sitting outside Broadcasting House last Christmas, dressed up in a fertilizer bag. "'Ave pity on an ol' public servant, mister?" she bleated, holding out a wizened palm. I slapped a piece of duct tape across her gob.
