One of my engineers keeps snakes as pets. He has asked that I donate the old battery out of my car (which s being changed today) as he has been told that if he connects the battery to a couple of electrodes in the ground worms will miraculously come to the surface and can then e used for snake suppers.
I am (as ever) a bit sceptical, but would be interested in others opinions or advice.
(Apart from turning the snakes into belts to hold your trousers up.)

He can breed as many worms as he likes in a compost heap. Very low-tech.

He is indeed doing just that, but I guess he was just curious to see if something he had read actually worked.

There is a law prohibiting feeding live animals to pets and captive animals
I do not think the law applies to worms though as they are not pretty enough

Being a good and upright citizen I am sure he kills the worms in a very humane way before he feeds them to his snakes.
We have suggested he trains the snakes to be vegetarian. He approves being vegetarian himself.
