If your circulation has stopped for any length of time, your brain and organs are going to be so damaged from oxygen starvation, that simply because the heart somehow starts beating again doesn't mean you're not brain dead. After all, we can keep brain-dead corpses breathing on ventilators, but they're still a corpse.
now small children drowning in very cold water is a different case, since the cold can reduce organ damage, and means that they can often be resuscitated.

I saw an item on TV last year about a woman canoeist who 'drowned' in freezing water, being under water for about half an hour. She survived because the hospital she was taken to had experience in treating extreme hypothermia. As I recall she was in a coma for some weeks and then had partial paralysis that very gradually reduced. After six months she was able to return to work but still needed a walking stick. I have not been able to find references to this case online.
