The army (I million +) are well fed though. If not I doubt the corrupt thoroughly evil little man, thankfully now dead, would have kept the lid on quite so long.

As for your carbon figures, what they don't show is the relative efficiency of either nations manufacturing output. I rather doubt that N Korea gives a hoot if they shovel coal into the furnaces by the train load. There is always someone to wield a shovel, probably a political prisoner as they come quite cheap.
