Well that's one way of looking at it, albeit 'cock-eyed'. Breach of WTO rules are not the sole responsibility of the Chinese, the USA [and others] have/are constantly breaching WTO rules.

Frankly I'm surprised this chap has written this. He is a research associate at the National Bureau of Economic Research, and a Professor to the Department of Economics.
The USA appears to have reached and surpassed its zenith, its time perhaps that another country will take over, China seems to be well on target to do this, but even at this stage we should not forget India, whose population [if nothing else] is set to overtake China's. I wonder what the history will look like...The Rise And Fall of American Hegemony perhaps, after its translation from the Mandarin of course.
